Use the official Global website for mobile and Windows launcher downloads. Steam follows its own release schedule.
The official Steam FAQ describes cross-platform progress for Global accounts. JP, KR, CN and TW accounts cannot be used on Global Steam. Steam-account login and the other clients have different sign-in options.
